This organization represents over 350 active and retired officers with regards to working conditions and solutions. Fri Mar 13, 2009 - Congratulations to Albert F. Arias, Hapcoa National Sgt.-at-Arms for his promotion. Albert’s new position with the United States Marshal Service, Assistant Chief, Office of Detention Management. Prisoner Operations Division. In addition, Hapcoa also congratulate Albert on receiving USMS EEO Award for 2009.


On the 15th of September 2008 former HAPCOA Midwest Chapter President and Chief of the Chicago Police Department's Organized Crime Division, Frank Limon, retired after 31 years of service with the City of Chicago.

In addition, on the 1st of October 2008 Chief Limon was also appointed the first Hispanic Police Chief of River Forest, Illinois. We wish Chief Limon well and continued success with his new appointment. Read the full article here.

Fri Mar 07, 2008 - Congratulations to U.S. Secret Service Deputy Assistant Director Anthony "Tony" Chapa, Office of Protective Research, for being promoted and reassigned to the position of Assistant Director, Office of Professional Responsibility, effective April 13, 2008. Tony is the first Hispanic in the history of the Secret Service to reach this high level of management.

Sat Jan 26, 2008 - Former HAPCOA Midwest Chapter President and Chief of the Chicago Police Department's Organized Crime Division, Frank Limon, was recently promoted to Deputy Superintendent of the Bureau of Crime Strategy and Accountability.
