This organization represents over 350 active and retired officers with regards to working conditions and solutions. Fri Mar 13, 2009 - Congratulations to Albert F. Arias, Hapcoa National Sgt.-at-Arms for his promotion. Albert’s new position with the United States Marshal Service, Assistant Chief, Office of Detention Management. Prisoner Operations Division. In addition, Hapcoa also congratulate Albert on receiving USMS EEO Award for 2009.
On the 15th of September 2008 former HAPCOA Midwest Chapter President and Chief of the Chicago Police Department's Organized Crime Division, Frank Limon, retired after 31 years of service with the City of Chicago.
In addition, on the 1st of October 2008 Chief Limon was also appointed the first Hispanic Police Chief of River Forest, Illinois. We wish Chief Limon well and continued success with his new appointment. Read the full article here.

Fri Mar 07, 2008 - Congratulations to U.S. Secret Service Deputy Assistant Director Anthony "Tony" Chapa, Office of Protective Research, for being promoted and reassigned to the position of Assistant Director, Office of Professional Responsibility, effective April 13, 2008. Tony is the first Hispanic in the history of the Secret Service to reach this high level of management.

Mon Feb 23, 2004 - Charles Torres, 2nd VP of the HAPCOA - NY Chapter, for his promotion at the Port Authority of New York & New Jersey Police. He assumes the position of Inspector. This promotion makes Inspector Torres the highest ranking Hispanic in the Port Authority. As an Inspector he will oversee the police operations at all Metropolitan airports. Inspector Torres holds 43 teaching certificates and has taught "Airport and Seaport Security Concepts" at the Port Authority police academy, the Port Authority International School and around the world. Inspector Torres was an Aguila Award recipient on behalf of the Port Authority in January 2001.
Tue Jan 27, 2004 - Richard T. Garcia for his promotion to Assistant FBI Director. In February, Garcia (currently Special Agent in Charge of the FBI's Houston Office) will head the FBI's Southern California Division. Agent Garcia will be the first Latino to head that Division and the second to be named as an Assistant FBI Director.
Thu Dec 18, 2003 - Anthony Chapa for his promotion at the United States Secret Service. He assumes the position of Special Agent in Charge at the Los Angeles Field Office. Mr. Chapa has been appointed to the Senior Executive Service (SES). The "SES" is the highest civilian rank in the U.S. Government and this promotion makes Anthony the highest ranking Hispanic in the U.S. Secret Service.
