Programs and Events

Christmas Dinner a success!

Over 45 members and their guests attended the Dinner and Installation in the lovely Marlin room of the Waterstreet Oyster Bar. The installation program started promptly at 7 pm with the honorable Judge Sid Harle administering the oath of office to the new executive board. The new board is:

A delicious and fresh dinner was served at 7:30 pm. The Raffle winners were announced after dinner and also many door prizes were given.

SA Chapter 2008 Raffle Winners and Auction Winner!

Our 2008 raffle was held this past Saturday December 6th at the annual HAPCOA Christmas Dinner. The following lucky persons were chosen at random from raffle tickets sold by HAPCOA SA members:

1st prize(42" Flat Panel TV)won by Rudy Coultress, sold by Sam Talamantez
2nd prize (Mossberg Shotgun)won by Steve Prentice, sold by Paul Chapa
3rd prize ($250 Gift Card)won by Bill Gohlson, sold by Amadeo Ortiz
4th Prize (Oakley Sun glasses)won by Ruby Rico, sold by Raul Gonzales
5th prize (Oakley Sun glasses)won by Ruben Vela, sold by David Salinas

All the winners will be notified by phone or by mail.

We also held an Auction for a 1942 Bottle of Don Julio Tequila that was donated by VP Paul Chapa. The bottle was worth about $300.00 and new member Bill Stanley won the auction with a high bid of $125.00. Thanks Bill and Paul.

Next Regular Membership Meeting January 28th, 2009

Regular Monthly Meetings are held the last Wednesday of every month. The next regular meeting is scheduled for January 28th, 2009 at 5:30 pm at Beethoven Hall(422 Pereida St.) The meeting place is in the King William area of San Antonio immediately south of downtown. Anyone needing information can call David Salinas at 210-669-6380.

Open House Mixer Membership Appreciation and Recruitment Drive a Success

73 attendees signed in from various agencies to include several Chiefs of Police, local Judges Al Alonzo and Bert Richardson, retired and active Secret Service, ATF, FBI, San Antonio Police, Deputy Chiefs, Ambassadors, Sheriffs, Deputies, Constables and many other commanders and future commanders from various local and federal agencies as well as the NLPOA and SAHPOO. Other distinguished guests attending are Sheriff Rolando Tafolla, BCSO; Lee Roy Villareal, Executive Director of National Hapcoa; Richard Garcia, Global Director of Security-Shell Oil; Willie Hulon, Assistant Vice President-USAA Corporate Security; SA Mark Bartlett, USSS/SAC San Antonio Field Office; Sheriff Tom Herrera and Cmdr. Eduardo Lopez, Maverick County Sheriff's Office; Deputy Javier Hernandez, President of the Central Texas Chapter of the National Latino Peace Officers Association; and Mario Obledo, representing Congressman Ciro Rodriguez of the 23rd District of Texas. In addition, former SA Chapter Hapcoa member Tony Chapa and former LA Chapter member Art Acevedo both received Special Recognition awards(see Highlights.) In addition, EISD Superintendent Dr. Elizabeth P. Garza attended as well Police Chief Charlie Pena.

Special thanks to SA chapter members Manuel Alfaro for his financial sponsorship to our event, Paul Chapa, Amadeo Ortiz, Don Tijerina, Ruben Garcia, Diana Lorenz, Alex Torres and Pete Perez as well as Roger Apolinar who ensured we had the place (Beethoven Hall) for the event. Tony Chapa was also the Keynote speaker for the night.

4th Annual Comedy Show Fundraiser a success

Our Fourth Annual Comedy Show was held Saturday June 28th, 2008 at SWIG North located just outside 1604 on Sonterra and was a great success. We thank all those that attended and/or purchased tickets. The comedians were hilarious and all had a great time. A committee is being formed to begin planning next years event.

A New Sheriff in Town-Amadeo Ortiz

Congratulations to Amadeo Ortiz for being elected by the citizens of Bexar County as Sheriff. Amadeo is currently the Parlimentarian for the San Antonio Chapter.

Latest Promotions

Pearsall will replace its outgoing police chief with Bexar County Sheriff’s Office deputy chief Henry Martinez. City manager José “Pepe” Treviño said he hired Martinez after sifting through a dozen applications. Treviño also said he thinks Martinez met all the criteria to head Pearsall’s 12-man police force.
“I think he’s going to fit well with the community,” Treviño said, referring to Martinez’s administrative and communication skills. Martinez has worked with the Bexar County Sheriff’s Office since 1974.

Congratulations to SA Chapter member Richard Palomo on his appointment to Chief of Police of Southside Independent School District. He was formerly a commander with the SAISD police department. On July 28th, 2008 he was sworn in as Chief at the SISD Board meeting. He recognized his wife, parents, children and close associates to the board and citizens attending the meeting.

Congratulations to San Antonio Chapter member Jose Banales who was promoted from Captain to Deputy Chief of the San Antonio Police Department. We are proud of you and the leadership you provide to our chapter and the Police department.

Also congratulations to new SA chapter member Al Carnot for his promotion to Deputy Chief of Traffic and Uniform Support of the Bexar County Sheriff's Office. Welcome aboard!

Congratulations to long time member Rolando R. Tafolla on becoming Sheriff of Bexar County. We are proud of you and the leadership you provide to our chapter and the Sheriff's Office.

Also congratulations to SA Chapter President Ruben Garcia on being promoted to Chief Deputy with the Bexar County Sheriff's Office.

Congratulations to Manuel Longoria who became Deputy Chief of the Criminal Warrants Division of the Bexar County Sheriff's Office. He is a retired Assistant Chief of SAPD with many years of experience in Law Enforcement and Administration.

Membership drive successful

Our newest members from the membership drive are Bart Mora, the resident agent in charge from ATF and Oscar Gonzales who is a graduate from the FBI Academy. From the Bexar County Sheriff's Office are Deputy Chief Al Carnot, Captain Raul Gonzales, Sgt. Eleazar Villarreal, Sgt. Samuel Presas, Sgt. Henry Reyes, Deputy Juan Contreras and Deputy Steve Ruiz. From the San Antonio Police Department are Sgt. Jaime Trevino, Sgt. James Smith and Sgt. William Lowry. Welcome to HAPCOA!


Hapcoa takes First Place in Shields of Christ 1st Annual Golf Tournament

The San Antonio Chapter annually provides sponsorship to other non-profit organizations. The Chapter participated in the Shields for Christ 1st annual Golf Tournament held Saturday May 31, 2008 at Silver Horn golf course. The SA Chapter Team won first place and consisted of SA president Ruben Garcia, members Henry Martinez and Tom Dorsa. Non-member Steve Diana was the fourth player. Congratulations for representing the chapter well. Other chapter members playing in the tournament were Dan Vela, Ron Sanchez and David Salinas.

SA Chapter HAPCOA 2008 Special Recognition Awards

The San Antonio Chapter presented two recognition awards to longtime Hapcoa members. The first award went to Austin Chief of Police Art "Ace" Acevedo, who was the former vp of the Los Angeles Hapcoa Chapter and former president of the NLPOA. Tony Chapa recieved the 2nd recognition award for all his support of HAPCOA. He is the highest ranking hispanic in the USSS and was promoted to Assistant Director(Office of Professional Responsibility)in April of this year. He has always been an avid supporter and member of HAPCOA at the local and national levels. We appreciate what both of you have done for HAPCOA throughout the years. You are truly inspirations to us!

FBI Academy 2007 Graduate

Congratulations to member Don Tijerina (Lt. BCSO) for graduating from the FBI academy. He attended the academy from September to December of 2007. Way to go!

Also Chapter member Joe Banales attended the FBINAA 2007 Conference in Phoeniz Arizona.


HAPCOA 2007 Medal of Meritorious Service

John T. Mendoza Jr. with AFOSI was awarded Hapcoa's Medal of Meritorious Service
at the National Conference in Las Vegas Nevada for his service in Iraq. He was awarded the Bronze Star, the Army Combat Action Badge and the Purple Heart. He is currently transfering his Hapcoa Membership from the Gulf Chapter to the San Antonio Chapter. Congratulations John.
